Evidence informs the Rule of Law policy making

Reform in the rule of law arena takes time, particularly in establishing systems and sustainable structures, that can leverage the capacity of stakeholders to enable tangible results. The implementation of the Rule of Law Roadmap in Balochistan demonstrates one such innovation.

Backed by the generous support of the UK Aid and with the technical support of UNODC Country Office in Pakistan, the Government of Balochistan has taken a systemic approach to implement rule of law reforms, setting a live example in leading and applying a cutting-edge model of ‘Deliverology’.

Past efforts towards strengthening the Criminal Justice System in Balochistan have been fragmented. A robust and solid governance structure has been established to work seamlessly to guide the delivery of a performance-based action plan. It consists of a Delivery Unit (DU) that works through a dedicated staff as part of the Home Department. Technical Working Groups (TWGs) nominated by all Criminal Justice Institutions, including the Judiciary, CSOs, and Women Department, are set up to work closely with the DU. Additionally, focal points have been nominated at the district level by all departments to collect data. At the apex level, a Steering Committee (SC) works as a policymaking platform. The Home Minister chairs the SC with representation from all key stakeholders, including the judiciary.

Furthermore, a data collection system has been established and populated with the collected evidence through a dashboard that is accessible, not only to the SC members but the general public through an external website.

The dashboard packages the data for presentation to the SC as concrete evidence to inform decisions. The DBMIS is programmed to act as a digital interface of the Roadmap’s Action Plan to automate the processes for consolidating and producing results informed by the data, which is fed into the dashboard, to support visualization of the situational analysis of the Targets and KPIs.

The dashboard thus acts as a repository of evidence to ensure transparency, monitoring, and accountability of a respective criminal justice institution’s targets and KPIs. The dashboard also enables data analysis of the performance of the rule of law institutions to support decision-makers to identify issues and take the necessary decisions.

The RoL Roadmap holds a high level of commitment from both political and administrative leadership, which led to the allocation of PKR 500 million by the Government of Balochistan for its implementation.

The work on the RoL reform in Balochistan continues to build momentum through robust reforms and evidence to inform the rule of law policy for better service delivery to the citizens.
