The Government of Balochistan takes pride in implementing its flagship project of the Rule of Law (RoL) Roadmap. There is no doubt that Balochistan faces multiple challenges related to security, law and order and delivery of justice for all. The Rule of Law Roadmap is a groundbreaking initiative which was approved on 28th May 2018 by the Government of Balochistan. It has been graciously supported by the British High Commission and implemented through the technical support from the United Nations Office on Drugs and Crime (UNODC).

The RoL Roadmap represents strategic priority of our Government to introduce inclusive, sustainable, and meaningful reforms in Balochistan’s criminal justice sectors. We have a come long since the inception of this project in promoting evidence-based programming to enhance the effectiveness, coordination and capacity of the criminal justice institutions. The governance structure of the Delivery Unit, Technical Working Groups representing the chain of Criminal Justice Institutions, and Steering Committee provide are a backbone towards administering fair, efficient and transparent access to justice and rule of law for the citizens of Balochistan.

It is equally critical that justice institutions and law enforcement agencies adapt and follow modern approaches, skills and tools in order to ensure speedy delivery of justice for all the citizens of the province.

I endorse comprehensive Government-wide support for the timely and smooth implementation of this RoL Roadmap in order to demonstrate concrete results to the citizens of the province.

I am grateful to all the stakeholders of the criminal justice sectors who besides extending full cooperation to our partners, have provided their valuable feedback and input. I would also like to extend my gratitude for the UNODC, UNDP, UN Women, UK Aid, European Union; the US Mission to Pakistan’s International Narcotics and Law Enforcement (INL) Section, and other development partners for their invaluable support from in our collective effort to transform the criminal justice system of Balochistan.

I am confident that our shared efforts and support will help create immense value for the people of Balochistan through improvement in fair and just delivery of justice for all.
